After all of the publicity concerning cell phones on death row -- and indeed in Texas' prisons -- its questionable if any prisoner or family member actually broke the law by communicating through these phones. There has to be a way to get these families back together with their loved ones in prison (hmm -- maybe I am psychic. I am seeing a class-action lawsuit in the near future against TDCJ).
